The FCC recently found that one of the most powerful factors to get non-adopters to subscribe to broadband is the support of a social network that includes adopters. This theory is key to the FCC’s digital literacy corps program. It logically follows that individuals without adopters in their social networks are not exposed to the benefits of broadband, and therefore see little use for it.
